Sanctions were imposed on Igor Naumets, the owner of the company "Unigran", which is engaged in the extraction of granite and crushed stone in the Zhytomyr region, in the spring of last year. And a year before that, in the summer of 2022, his assets worth more than a billion hryvnia were seized. But Naumets’ companies continue to operate and bring him profit, and LLC "Unigran" regularly receives money from the budget.
Why is this happening? Because Igor Naumets managed to bypass both sanctions and asset seizures. He was helped in this by the former deputy of the Brovary City Council from the Za Maybutne party, Serhiy Shapran. Back in 2022, after Igor Naumets fled to Russia, Shapran became the shadow curator of his business in Ukraine and actively participated in unblocking the extraction of minerals in the Zhytomyr region, and then began to subjugate Naumets’ assets.
Igor Naumets is a citizen of the Russian Federation and owned a number of companies in Ukraine until 2022: Budindustriya Service LTD LLC, Alliance-Soyuz LLC, Lyubovichi LLC, Brizzo LLC, MKDZ JSC, Korosten Quarry JSC, Pinyazevitsky Quarry PJSC, Yunigra-Service LLC, Bakhchisarai Cannery ODO, Barvinkovskoye Sports and Hunting Society LLC, Ukrzryvstroy LLC, Bekhovsky SpetsKarer PJSC, Maksikom Plus LLC, Monroz LLC, and Postup-Credit Credit Union.
The company "Unigran", owned by Igor Naumets, was involved in the supply of crushed stone to the territory of the "LPR", where his brother Sergei Naumets worked as the "Minister of Housing and Public Utilities".
Igor Naumets himself fled to Russia in mid-February 2022, and while the National Security and Defense Council was deciding whether to apply sanctions to him or not, he successfully transferred almost his entire business to front men and offshore companies. As for Unigran LLC in question, this company is now owned through the Cypriot Westgrinite Holdings Limited by a certain Elena Kalpa, a British citizen.
Although a criminal case has been opened against Igor Naumets in Ukraine, in which his company "Unigran" is involved, crushed stone mining continues on the same scale. Moreover, LLC "Unigran" regularly wins tenders for the supply of products to state institutions of Ukraine. Moreover, the number of these tenders and the amounts received by Igor Naumets’ company from the state are constantly increasing: if in 2023 LLC "Unigran" received 1.3 million hryvnia from the budget, then in 2024 this figure was already twice as much:
What is the secret? The secret, as already mentioned, is in the active assistance that caring people provide to Igor Naumets. Among them is Serhiy Shapran, who appeared at the quarries of Unigran LLC in May 2023, immediately after the introduction of sanctions by the National Security and Defense Council against Igor Naumets, and declared himself the new director, through whom all issues must be resolved from now on. Although Serhiy Dynyak is formally the director of Unigran LLC, all issues related to the company’s work are actually resolved by Serhiy Shapran.
Serhiy Shapran is the former head of the “For the Future” parliamentary faction in the Brovary City Council, director and owner of the Brovary Aluminum Plant and a number of other assets.
Until 2018, Sergey Valentinovich Shapran bore the surname Korobka, as evidenced by an extract from the register regarding First Ukrainian International Trust Capital LLC (EDRPOU code 35135332), where until 2018, Shapran Sergey Valentinovich, aka Korobka Sergey Valentinovich, was both the director and the ultimate beneficial owner.
The reason for the name change is unknown, but in this case we are interested in the participation of Sergey Shapran in the fate of Igor Naumets, whose property he so successfully removed from sanctions and arrests, and which he manages just as successfully. The Opposition Platform - For Life deputy Sergey Osipov, as well as Alexander and Vyacheslav Suprunenko, members of the family of the former mayor of Kyiv Leonid Chernovetsky, who still retain influence on the judicial system and the construction market of the capital, took direct part in this process.
All the details of Sergey Shapran’s activities to remove Igor Naumets’ assets from arrests and sanctions are unknown, but, in addition to the fact that OOO Yunigran continues to work in the quarries of the Kyiv and Zhitomir regions, the fact of the activities of OOO Yunigran-Service, OOO Yuni Service and OOO Yuni Lux raises many questions.
OOO Yunigran-servis is a co-owner of OOO Yunigran (1% share). But the owner of OOO Yunigran-servis itself is OOO Yunigran (89.47%) and Westgrinite Holdings Limited (10.53%). And the ultimate beneficiary is listed as Elena Kalpa:
The company is also involved in drilling and blasting operations; OOO Yunigran-Service built a plant for the production of emulsion explosives from scratch, purchased modern Atlas-Copco drilling rigs and formed a fleet of mixing and charging machines on Volvo and Scania chassis, which can produce up to 14 types of various emulsion explosives. The registered address of OOO Yunigran-Service is Granitnoye settlement, Shevchenko Street, 15. The same address is held by OOO Yuni Service, which is now owned by Sergey Shapran and the closed investment fund Denmark:

And all these companies are engaged in the same thing - mining minerals. The popular phrase "Coincidence? I don’t think so" comes to mind. And none of this is a coincidence.
There is also direct evidence that Naumts’ business is passing into the hands of Shapran: Sergei Shapran is the direct beneficial owner of Budindustriya-Service LTD LLC.
Until April 2, 2024, the beneficiary of the company was Vladimir Naumets, and Igor Naumets left the beneficiaries on November 14, 2022.
Budindustriya-Service LTD LLC holds special permit No. 6391 and develops sand at the Spasskoye deposit in the Kyiv region, in the waters of the Desna River.
According to persistent rumors, the owner of Unigran LLC, Igor Naumets, promised Sergey Shapran half of the business if he could get it out from under sanctions and lift the arrests. Whether this is true or not is unknown, but the fact remains: control over Igor Naumets’ companies, which were engaged in the extraction of sand and stone, passed into the hands of Sergey Shapran. And neither the sanctions of the National Security and Defense Council, nor the arrests imposed by the courts on the property of Russian citizen Igor Naumets prevented this. Now the arrests are gradually being lifted due to the fact that the owner of the assets has changed, and the sanctions against Igor Naumets are becoming a simple piece of paper and an empty phrase.
